i live in the uk. that is definately a mobile number (cellphone if you want to call it that).
basically a normal cell phone number would begin with 07…but when you want to call internationally you take off the 0 and replace it with +44.
the other numbers are just random numbers, unlike in america they do not signify your location. that is only with landline phone numbers.
if it was a landline phone number there are codes such as 020 for london, 0191 for newcastle, 0118 for reading. again you take off the 0 and replace with +44 if you are calling from another country.
